The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No 122/2013. Main Purpose
The Legal Officer position is aimed at providing legal analysis and support to the EBA's regulatory, oversight, and consumer protection functions. This includes assisting in the development of binding technical standards, guidelines, and recommendations, as well as reviewing the application of existing standards and providing legal support for any amendments.
Key Responsibilities
- Providing legal support on the practical application of the Capital Requirements Regulation (CRR) and the Capital Requirements Directive (CRD), particularly in the context of the CRR/CRD Q&A process.
- Drafting legal documents related to financial supervision and regulation.
- Conducting legal analysis of proposals and providing advice on regulatory matters.
- Participating in working groups and representing the EBA at a technical level.
- Cooperating with other ESAs (European Supervisory Authorities) in their areas of expertise.
- Performing other tasks as required by the Head of the Legal Unit.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Must have a diploma in law and at least one year of professional experience (if university education is three years) or at least six months (if four years or more).
- Must have excellent English language skills (both written and spoken).
- Must have a satisfactory knowledge of another EU language.
- Must be physically fit and free from criminal records.

- Proven knowledge of EU banking regulation, especially CRR/CRD.
- Experience in drafting legal documents related to financial supervision and regulation.
- Strong legal analysis skills in financial regulatory proposals.
- Excellent English drafting skills.
- Desirable experience includes drafting legislative instruments, providing legal advice to senior management, and working with a wide range of stakeholders.

Selection Procedure
- The selection process involves a committee evaluating CVs, motivation letters, and eligibility grids.

- Minimum passing scores are 6 out of 10 for both written tests and interviews.

Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract (3 years), with a probation period of 9 months and possible extension.
- Expected start date: 16 May or 1 June 2014.
- Grade: AD7, with an estimated monthly basic salary of €5,568.11.
