The European Banking Authority (EBA) is seeking a Junior Policy Expert on secondment to join its Policy Analysis and Coordination Unit in London, United Kingdom. The EBA collaborates closely with other European financial regulatory bodies, such as EIOPA, ESMA, the Joint Committee, and the ESRB, as part of the European System of Financial Supervision (ESFS).
Main Purpose
The main purpose of the role is to support the EBA's regulatory and oversight functions by conducting economic analysis and impact assessment on policy proposals, including guidelines, recommendations, opinions, and binding technical standards. This involves analyzing the costs and benefits of different policy options and providing input during consultations.
Main Responsibilities
- Providing impact assessment support for the EBA’s regulatory activities.
- Conducting economic analysis of policy options.
- Engaging with a wide range of stakeholders in the financial sector.
- Drafting policy, regulatory, or economic papers/memos/briefings.
Required Qualifications and Experience
Candidates must demonstrate:
- Proven knowledge of EU banking regulation.
- Experience in microeconomic analysis of financial regulatory and supervisory issues.
- Experience in dealing with stakeholders.
- Experience in drafting policy-related documents.
Preferred qualities include:
- Experience in an EU/multicultural/international working environment.
- Ability to manage workload independently and work without close supervision.
- Flexibility and fast learning capabilities.

Appointment and Secondment Conditions
- The position is a secondment from a national supervisory authority or current employer.
- The secondment period is 12–24 months, with the possibility of renewal.
- The home authority remains the employer during the secondment.
- The seconding employer must continue to pay the salary and maintain social rights, including social security and pension.
Expected Starting Date
- The expected start date is 1 May 2012.
Conditions of Secondment
- The seconded national expert (SNE) is entitled to:
- A daily subsistence allowance as established by the European Commission.
- A monthly subsistence allowance provided by the EBA during the secondment period.
