Malaysia Country Opinion Survey 2023 Report Summary
The FY 2023 Malaysia Country Opinion Survey was conducted to assess stakeholder perceptions of the World Bank Group (WBG) and its development effectiveness. All 175 respondents (5% response rate) were from developed countries, with over 80% in the Klang Valley.
Overall Findings:
- Direction of Malaysia: 57% believe Malaysia is on the right track, optimism decreased slightly compared to 74% in FY2019.
- Trust & Familiarity: Mean familiarity rating was 6.1. Highest trust was in the Central Bank, academia, and CSOs. Local governments and Parliamentarians showed least trust.
- Performance Indicators: Trust and perceptions were strongest among academics and those collaborating with WBG. Collaborators rated alignment and effectiveness higher than non-collaborators.
Key Service Areas & Development Priorities:
- Most pressing development areas include cost of living, climate change, inclusive growth, and poverty reduction.
- Academia suggested research collaboration with local institutions on technology, climate resilience, and ESG-focused studies.
- Civil Society/OCS advocated for CSO inclusion to ensure stakeholder views are considered.
Engagement & Collaboration:
- WBG is viewed as a long-term partner. Academia and government stakeholders (58%) most emphasized stakeholder engagement.
- Collaboration is needed with national government, academia, and private sector for better policy advisory and stakeholder involvement.
Knowledge Work & Effectiveness:
- WBG is seen as bringing global expertise (7.4 mean rating). Knowledge work effectiveness, especially advisory services, ranks highest among stakeholders.
- Only 38% have used WBG advisory services, but those who have (85% of respondents) are highly satisfied.
Future Role:
- Respondents prioritized more collaboration in research and capacity building to address specific local issues and improve effectiveness.
- Capacity building, in-depth analysis, and tailored research (limiting scope, depth, etc.) ranked as top WBG value propositions.
Communication & Outreach:
- Most popular channels: events/conferences, website, social media.
- Awareness: Half of respondents recalled WBG work recently, but Parliamentarians least engaged.
- Most recalled topics: WBG’s work on inclusive growth and climate change.
The Current WBG's Role is Undoubtedly Important to the Development Process in Malaysia, But the Long-Term Partnership Requires Strategic Engagement to Enhance Visibility and Collaboration.
