VACANCY NOTICE Summary: Bank Sector Analyst at EBA

The European Banking Authority (EBA) is seeking a Bank Sector Analyst on secondment to its offices in London, United Kingdom, for a 12-month contract (with possible extension). The position is part of the Oversight Department/Risk Analysis Unit and is open to eligible candidates from EU Member States, EFTA countries, or countries with which the Council has opened accession negotiations.
Main Purpose
The Bank Sector Analyst will support the EBA in:
- Conducting effective risk assessments across the EU banking sector.
- Contributing to thematic analyses and regular risk reports.
- Participating in EU-wide initiatives such as stress tests and supervisory benchmarking.
- Enhancing the EBA's input material for risk dashboards and data management.
Main Responsibilities
- Strengthening the EBA's risk assessment capacity using supervisory data and other sources.
- Producing thematic analyses and risk reports on the EU banking sector.
- Contributing to EU-wide stress testing and other oversight activities.
- Supporting data management and improving the quality of input material for EBA's analyses.
Requirements
1. Eligibility Criteria
- Nationality: Must be a national of an EU Member State, EFTA country, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Language Skills: Must have excellent knowledge of English (working language) and satisfactory knowledge of another EU language.
- Employment: Must be employed by:
- A member of the ESFS (European System of Financial Supervision).
- A country with which the Council has opened accession negotiations and has a specific agreement on secondments.
- A public intergovernmental organisation.
- Experience: At least 12 months of employment with the employer before secondment.
2. Qualifications and Experience
- Education: At least three years of university studies (attested by a diploma).
- Professional Experience: Minimum of 3 years of full-time experience in banking supervision or regulation after obtaining the required diploma.
- PhD Consideration: PhDs may be counted as professional experience if the candidate received a study grant or salary during their studies, up to a maximum of three years.
3. Selection Criteria
- Proven experience in risk and vulnerability analysis in banks.
- Experience in line supervision of EU banks.
- Excellent drafting skills.
- Proven ability to deal with a wide range of stakeholders.

Selection Procedure
- Shortlisting: Based on CV, motivation letter, eligibility criteria grid, and employer statement.
- Written Tests: Conducted in English, testing drafting skills, knowledge, and communication. Minimum score: 6/10.
- Interviews: Conducted in English, assessing suitability, professional knowledge, and motivation. Minimum score: 6/10.
- Total Score: Minimum of 12/20 is required to be placed on the reserve list, valid until 31 December 2017.
Appointment and Conditions of Secondment
- Contract Type: Seconded National Expert (SNE).
- Duration: Minimum 12 months, with possible extension.
- Estimated Start Date: 1 August 2017.
- Employment Status: The candidate must remain employed by their original institution and continue receiving salary, social rights, and pension.
- Allowances: The EBA will provide daily and monthly subsistence allowances based on the exchange rate and the UK correction coefficient (141.8%).
