The European Banking Authority (EBA) is seeking a Junior Policy Expert (Impact Assessment) for a temporary agent position in London, United Kingdom. The role is part of the Policy Analysis and Coordination Unit and is expected to last 3 years, with the possibility of extension.
Main Purpose
The Junior Policy Expert will support the EBA’s regulatory efforts by conducting quantitative impact studies, providing impact assessment advice, and performing economic analysis and research. This includes contributing to the development of guidelines, recommendations, opinions, and technical standards.
Key Responsibilities
- Conduct or coordinate quantitative impact studies (QIS), including data collection, analysis, and report drafting.
- Conduct or coordinate impact assessments to support EBA policy outputs, including follow-up on consultations.
- Represent the EBA in working groups and collaborate with national authorities, ESAs, and ESRB.
- Participate in or coordinate data management projects to enhance EBA’s data handling capabilities.
- Execute ad hoc tasks as required by the Head of the Policy Analysis and Coordination Unit.
Eligibility Criteria
General
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must be entitled to full citizen rights.
- Must have fulfilled military service obligations.
- Must have thorough knowledge of one EU official language and satisfactory knowledge of another.
- Must be physically fit for the role.
Specific
Qualifications
- Must have at least 3 years of university education (diploma required).
Professional Experience
- Must have at least 3 years of full-time professional experience in relevant fields.
Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate second language proficiency.
Selection Criteria
- Knowledge of EU banking regulation or supervision
- Quantitative methods in finance
- Experience with stakeholders, especially national supervisory authorities
- Experience in drafting policy-related documents
- Microeconomic analysis of financial regulatory issues
Selection Procedure
- Written tests in English (max 10 points; minimum 6 to pass)
- Interviews in English (max 10 points; minimum 6 to pass)
- Total score of 12 or above is required for inclusion in the reserve list, valid until 31 December 2019.
Conditions of Employment
- Probation period: 9 months
- Estimated start date: 1 February 2018
- Grade: AD 6
- Estimated monthly basic salary: €5,247.33
- Taxation: Union tax at source, not subject to national tax
- Benefits: May include expatriation, household, dependent child, education, and installation allowances
- Leave: 2 days per calendar month, plus supplementary home leave
- Pension and insurance: EU Pension Scheme, EU Joint Sickness and Insurance Scheme, unemployment and invalidity allowance
