Main Purpose
The main purpose of the Expert position is to develop a consistent supervisory approach to ensure consumer protection across the EU and to build confidence in financial institutions and markets.
Main Responsibilities
- Develop the EBA's supervisory approach for retail conduct rules assigned to the role.
- Ensure deliverables are methodologically robust, transparent, evidence-based, and aligned with EBA governance.
- Contribute to or lead the development of guidelines, technical standards, and legal instruments.
- Represent the EBA externally in technical matters.
- Perform the secretariat role for one of the EBA committees.
- Cooperate with other European Supervisory Authorities to develop coordinated deliverables.
Requirements
1. Eligibility Criteria
- Language: Proficiency in one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State or the EEA (Iceland, Liechtenstein, Norway).
- Citizenship rights: Full rights as a citizen.
- Military service: Obligations fulfilled.
- Physical fitness: Fit to perform duties.
- Criminal record: No criminal record (certified before appointment).
- Medical examination: Required to meet Article 12(2)(d) of the Conditions of Employment of Other Servants (CEOS).
2. Qualifications and Professional Experience
- Education: Completed university studies with a diploma.
- Experience:
- 7 years (for 3-year education) or 6 years (for 4-year education) of full-time professional experience.
- At least 2 years in regulatory or supervisory roles.
- Language: Excellent English (written and spoken). Native English speakers must prove second language skills.
3. Selection Criteria
- Proven experience in supervising retail conduct of financial institutions.
- Knowledge of or experience in applying EU law and regulatory requirements relevant to retail conduct.
- Experience in developing consumer protection regulation.
- Experience in drafting documents, preferably in English.

Selection Procedure

Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract of three years with a probation period of nine months.
- Estimated start date: 1 July 2016.
- Function group and grade: Temporary agent 2(f) at grade AD 7.
- Estimated monthly salary: €5747.35.
- Tax: Salaries are exempt from national tax, with Union tax at source.
- Benefits: Includes expatriation allowance, household allowance, dependent child allowance, education allowance, and others based on family situation and origin.
- Leave: 2 days per calendar month plus supplementary home leave (2.5 days) for those eligible.
