Overview
The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. Position: Retail Banking Expert on Secondment
Main Purpose
The Retail Banking Expert will support the EBA's work in the areas of consumer protection, financial innovation, and payments. The role aims to:
- Enhance the regulatory framework for retail payments in the EU, particularly in implementing PSD2.
- Develop consumer protection measures for retail banking products.
- Monitor financial innovations for potential risks to consumers, financial institutions, and markets.
Main Responsibilities
- Develop policy positions and supervisory approaches for retail banking products.
- Conduct research on retail banking and payments trends and firm conduct.
- Support EBA committees and subgroups, including the Taskforce on Payment Services.
- Ensure timely delivery of EBA outputs such as guidelines, reports, and technical standards.
- Chair or co-chair work streams of national authorities.
- Liaise with external stakeholders, including firms, consumer groups, and trade associations.
- Represent the EBA at relevant events and conferences.
- Lead the development of training standards, disclosure rules, and financial education activities.
- Cooperate with ESMA and EIOPA to develop coordinated policy stances.
Eligibility and Requirements
1.1 General Eligibility Criteria
- Proficiency in one EU language and satisfactory knowledge of another.
- Nationality of an EU Member State, EFTA Member State, or a country with which the EU has opened accession negotiations.
- Full rights as a citizen.
1.2 Specific Eligibility Criteria
- Qualifications: At least three years of university education, with a recognized diploma.
- Professional Experience: Minimum of five years of full-time professional experience in retail banking or payments regulation, supervision, or oversight.
- Language Skills: Excellent English proficiency (both written and spoken). Native English speakers must demonstrate second language skills.
1.3 Selection Criteria
- Experience in payment services and/or electronic money.
- Experience in other retail banking areas (mortgages, personal loans, deposits, etc.).
- Knowledge of EU legislation applicable to the sector (e.g., PSD2, Electronic Money Directive, etc.).
- Competencies include:

- Strong communication and analytical skills.
- Teamwork and interpersonal skills.

Appointment and Secondment Conditions

Conditions of Secondment
- The EBA will provide daily and monthly subsistence allowances, as set annually by the Commission.
