Main Purpose of the Position
The EBA is seeking a Retail Banking Expert on secondment to support its work on consumer protection, financial innovation, and payments. The expert will contribute to the development of regulatory requirements and supervisory approaches, particularly in the context of the revised Payment Services Directive (PSD2) and other relevant EU legislation.
The role is crucial in ensuring that retail payments in the EU are easier, more efficient, and more secure, while also reducing consumer detriment and monitoring financial innovations for potential negative impacts on consumers, financial institutions, and markets.
Key Responsibilities
- Develop policy stances and supervisory approaches for retail banking products.
- Conduct desk-based research to assess trends and harmful conduct in the retail banking and payments markets.
- Support EBA committees and subgroups, including the Taskforce on Payment Services and the Standing Committee on Consumer Protection and Financial Innovation.
- Ensure timely completion of deliverables such as guidelines, recommendations, and reports.
- Chair or co-chair work streams of national authorities.
- Liaise with external stakeholders such as financial institutions, consumer groups, and trade associations.
- Represent the EBA at external events and conferences.
- Contribute to the development of industry training standards, disclosure rules, and financial literacy initiatives.
- Collaborate with ESMA and EIOPA to develop coordinated policy stances and standards.
Key Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has opened accession negotiations.
- Must have a diploma from completed university studies of at least three years.
- Must have at least five years of full-time professional experience in relevant fields.
- Must have excellent English language skills, both written and spoken. Native English speakers must prove their second language proficiency.
2. Selection Criteria
- Professional experience in payment services and/or electronic money.
- Experience in other retail banking markets (e.g., mortgages, personal loans, deposits).
- Proven experience in regulatory, supervisory, or oversight roles.
- Experience in drafting documents for various audiences in English.
- Knowledge of consumer detriment and its causal drivers.
- Familiarity with EU legislation in the retail banking and payments sector, including:
- Payment Accounts Directive
- Payment Services Directive 1 and 2
- Interchange Fee Regulation
- Electronic Money Directive
- Mortgage Credit Directive
- Markets in Financial Instruments Directive
- Distance Selling Directive

Appointment and Engagement Conditions

Conditions of Secondment
- The EBA provides daily and monthly subsistence allowances, as set annually by the Commission.
