Main Responsibilities
The Retail Banking Expert will contribute to the EBA's regulatory efforts in the following areas:
- Policy Development: Preparing policy stances and providing policy advice through written documents on retail banking products and services, including mortgages, personal loans, savings products, current accounts, credit/debit cards, and payment services.
- Research: Conducting desk-based research to assess trends and conduct of firms that may have harmful effects on consumers.
- Committee Support: Supporting EBA committees and subgroups, especially the Standing Committee on Consumer Protection and Financial Innovation (SCConFin), and its subgroups.
- Guidelines and Standards: Ensuring the timely completion of guidelines, recommendations, and technical standards in line with quality and process requirements.
- Stakeholder Engagement: Liaising with external stakeholders such as firms, trade associations, consumer groups, and the EBA's Banking Stakeholder Group.
- Training and Education: Contributing to the development of industry training standards, disclosure rules, and financial literacy initiatives.
- Collaboration: Working with other European Supervisory Authorities (ESMA and EIOPA) to develop coordinated and possibly joint policy positions.
Key Requirements
1. Eligibility Criteria
- Language Skills: Proficiency in one of the EU languages and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has initiated accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
2. Qualifications
- Minimum of three years of university education in business, economics, marketing, sociology, law, or related fields.
- Qualifications must be recognized by EU or EEA authorities or deemed equivalent.
- If obtained outside the EU, must be recognized by an EU Member State and a document attesting to this must be included in the application.
3. Professional Experience
- At least four years of full-time professional experience in retail banking, including areas such as mortgages, personal loans, savings products, current accounts, credit/debit cards, and payment services.
- Experience can be in various roles such as industry professional, regulator, researcher, consumer advisor, or lobbyist.
4. Language Proficiency
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate second language skills.
Selection Criteria
- Experience in Retail Banking: Must have worked in the retail banking sector in one or more EU Member States.
- Knowledge of Consumer Detriment: Proven understanding of various types of detriment consumers may face, such as misleading information or unsuitable advice.
- Writing Skills: Experience in drafting papers, memos, or briefings for different audiences.
- Regulatory Knowledge: Familiarity with relevant EU and national regulations, such as the Mortgage Credit Directive, Payment Services Directive, and Distance Selling Directive.

Secondment Details
- Type of Position: Secondment from a national supervisory authority or an IGO.

- Subsistence Allowance: Daily and monthly allowances are provided by the EBA, as set annually by the Commission.
