The EBA is currently seeking a Policy Expert for its Consumer Protection Unit in London, United Kingdom. The position is open to candidates from EU Member States, Iceland, Liechtenstein, and Norway, and is expected to start on 16 April or 1 May 2013.
Main Purpose
The Policy Expert will contribute to the EBA's efforts in promoting transparency, simplicity, and fairness in the market for consumer financial products and services across the EU internal market.
Main Responsibilities
- Preparing policy stances and providing advice on retail banking markets, including payment services, savings, mortgages, and unsecured credits.
- Conducting desk-based research to identify consumer detriment risks.
- Externally representing the EBA on technical issues in the aforementioned areas.
- Contributing to the development of training standards, disclosure rules, financial literacy, and education activities.
- Supporting EBA committees and subgroups, and assisting their chairpersons.
- Ensuring timely completion of guidelines, recommendations, and technical standards.
- Liaising with external stakeholders such as financial institutions, consumer groups, and trade associations.
- Collaborating with ESMA and EIOPA to develop coordinated policy positions.
Requirements
1. Eligibility Criteria
- Language: Excellent knowledge of English (written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship Rights: Full rights as a citizen.
- Military Service: Obligations fulfilled.
- Health: Physically fit for the role.
- Criminal Record: No criminal record confirmed by a certificate.
- Education and Experience:
- Option A: Completed university studies (3-year program) with at least 1 year of relevant professional experience.
- Option B: Completed university studies (4-year program) with at least 7 years of relevant professional experience, of which at least 3 years in a comparable financial regulation role.
- Qualifications: Must be recognized by EU or EEA authorities or deemed equivalent.
2. Selection Criteria
- Proven knowledge of EU banking regulation and retail banking products.
- Understanding of the market for retail financial products.
- Familiarity with regulatory issues such as price intransparency, product complexity, unsuitable advice, cross-selling, product bundling, complaints handling, and redress.
- Experience in evidence-based policy making.
- Experience in designing, drafting, and negotiating banking regulations.
- Strong written and verbal communication skills.

Selection Procedure

Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of three years, with a six-month probation period and possible extension.
- Grade: AD 7.
- Estimated Salary: €5,568.11 per month (tax-exempt, with Community tax at source).
- Benefits: Includes expatriation, household, child, education, and installation allowances, depending on family and origin.
- Leave: 2 days per calendar month, plus additional days based on age, grade, and distance from origin.
- Insurance: EU pension scheme, sickness and accident insurance, unemployment and invalidity allowance, and travel insurance.
