Sierra Leone has signed but not ratified the WHO Framework Convention on Tobacco Control on May 22, 2009, and is a low-income country with a national tobacco control program and agency, though resource limitations are evident. Tobacco use prevalence is high: adult cigarette smoking rates are around 15.4% overall, with males higher across all age groups. Adolescents show significant uptake, often through national surveys confirming widespread use.
MPOWER compliance scores indicate moderate to low performance: for smoke-free environments, there are complete smoking bans in some public places, but no comprehensive protection. Cessation programs lack funding and professional support, and treatment for tobacco dependence is minimal. Health warnings on cigarette packages do not meet international standards. Anti-tobacco mass media campaigns have not been conducted recently. Direct and indirect advertising bans are absent or ineffective. Taxation is in place, but affordability has worsened since 2010 due to rising prices relative to income, making cigarettes less affordable. No tobacco taxes are earmarked specifically for health funding, which limits the effectiveness of tobacco control efforts. Surveys reveal poor data collection for comprehensive monitoring, and subnational jurisdictions cannot implement additional smoke-free laws.
