Botswana Tobacco Control Profile Summary
Overview
Botswana is a middle-income country that ratified the WHO Framework Convention on Tobacco Control (FCTC) on 31 January 2005. It has a national tobacco control program with 5 full-time equivalent staff and aims to reduce tobacco use. Data indicates a significant tobacco burden, with high prevalence rates among adults and youth.
-
Tobacco Use: National surveys (GATS 2017 for adults, GYTS 2008 for adolescents) show high male prevalence, particularly in cigarette smoking. Adult current daily smoking prevalence is 23.0% for men and 2.6% for women, increasing affordability concerns from 2010 to 2020.
-
MPOWER Compliance:
- MONITORING: Score of 52.2%.
- SMOKE-FREE ENVIRONMENTS: High compliance (10/10) for bans in all public places.
- SMOKE-FREE CESSATION: Incomplete data reported, with no evidence of effective cessation services or coverage by health insurance.
- HEALTH WARNINGS: Low compliance (mostly "NO" for mandatory warnings, with many characteristics not met).
- MASS MEDIA: A national campaign occurred between 2018–2020 (aired on TV/radio), but no evaluation was conducted.
- ADVERTISING BANS: Substantial direct and indirect bans compliance (10/10 and 9/10 respectively, including TV/radio, ads, and promotions).
-
Taxation and Affordability: Taxes constitute 52.17% of cigarette retail price, making cigarettes less affordable compared to 2010. No limits on mark-ups or links to health funds.
-
Treatment of Tobacco Dependence: Minimal to no support available, with no quit lines or cessation services covered by national insurance.
