The European Banking Authority (EBA) is an independent EU institution established in 2011, tasked with ensuring high-quality, effective, and consistent regulation and supervision in the banking, payments, and e-money sectors. It collaborates closely with other EU regulatory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB. The EBA is currently seeking an Accounting Assistant to support its London office in various financial and accounting operations.
Main Purpose
The role of the Accounting Assistant is to provide support and assistance to the Accounting Officer in executing all accounting and related financial tasks. This includes a wide range of activities such as payment execution, financial transaction control, data collection, bank and account reconciliation, and coordination of financial inventory tasks.
Main Responsibilities
- Execution of payments, including recovery of expenses and VAT
- Validation of recovery orders
- Control of financial transactions (payments, salaries, recoveries)
- Data collection and revision for financial reporting
- Bank reconciliation and accounts reconciliation
- Coordination of financial assets inventory tasks
- Monthly closure of accounts and preparation of year-end closing accounts
- Coordination of financial activities with EBA operations (finance, procurement, HR, logistics)
- Coordination with member organisations, the European Commission, the European Court of Auditors, and other external stakeholders
- Execution of other tasks as required by the Accounting Officer
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Norway, Iceland, or Liechtenstein
- Must be entitled to full citizen rights
- Must have fulfilled military service obligations
- Must be physically fit for the role
- Must provide a certificate of no criminal record and undergo a medical examination
2. Qualifications
- University degree in accounting, finance, or audit (minimum 3 years)
- At least 1 year of professional experience in a similar position
- Excellent knowledge of English (written and spoken)
- Satisfactory knowledge of another EU language
3. Professional Experience
- At least 3 years of full-time professional experience in accounting or similar roles
- Knowledge of EC Financial Regulations and their implementing rules
- Experience in accounting and finance within an EU institution
- Expert knowledge of SAP and MS Office, particularly Excel
- Good organisational, coordination, and prioritisation skills
- Sense of accuracy and personal integrity
- Ability to handle confidential matters
- Proactive attitude and flexibility to take on new responsibilities
- Strong teamwork capacity in a multicultural environment
4. Advantageous Qualifications
- Additional accounting qualifications (e.g., ACCA, AAT, CIMA, ACA, IFA)
- Experience with ABAC Assets, ABAC Workflow, and Sage Line 50
- Background in auditing or other relevant functions in EU institutions
- Knowledge of the European Union, its policies, and institutions
Selection Procedure
- A selection committee will evaluate applications based on eligibility and selection criteria.
- Shortlisted candidates may be invited for written tests and interviews, both conducted in English.
- Written test score: 10 points, minimum 6 points to pass.
- Interview score: 10 points, minimum 6 points to pass.
- Candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2012.
- Confidentiality applies to all stages of the selection process; contact with committee members is prohibited.
Appointment and Employment Conditions
- Contract type: Fixed-term contract of 3 years, with a probation period of 9 months, and the possibility of extension.
- Grade: FG IV
- Estimated monthly basic salary: €3,145.45
- Employment benefits:
- Exemption from national tax, with a Community tax at source
- Correction coefficient of 34.4% applies
- Possible entitlement to expatriation, household, child, education, installation allowances, and reimbursement of removal costs
- Annual leave of 2 days per calendar month, plus additional days based on age, grade, and distance from origin
