Main Purpose
The main purpose of the position is to ensure sound financial management of the EBA, manage and coordinate the EBA budget, and lead the budget, finance, and procurement teams. The role involves strategic planning, implementation of financial and procurement strategies, and maintaining compliance with EU financial regulations and procurement rules.
Main Responsibilities
- Lead the identification of budgetary requirements for EBA activities.
- Manage budgetary planning and reporting.
- Translate strategic needs into short-term strategies and annual work plans.
- Implement the unit's strategy in alignment with the EBA mission, EU legislation, and financial guidelines.
- Coordinate with relevant EU institutions in finance and procurement matters.
- Prepare and execute the annual procurement plan.
- Ensure financial functions are carried out in compliance with internal and EU guidelines.
- Advise on financial and procurement aspects of EBA activities.
- Lead and manage the budget, finance, and procurement teams.
- Develop staff competencies and ensure team performance.
Requirements
1. Eligibility Criteria
- Language: Excellent knowledge of English (both written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Rights: Full rights as a citizen.
- Military Service: Completed obligations under applicable laws.
- Health: Physically fit for the duties.
- Background Check: Provide a certificate of no criminal record and undergo a medical examination.
2. Qualifications and Professional Experience
- Education: Completed university studies in Business Administration, Finance, Economics, or a related field.
- For a 3-year education: At least one year of professional experience.
- For a 4-year or longer education: No additional professional experience required.
- Experience: At least 13 years (for 3-year education) or 12 years (for 4-year education) of relevant full-time professional experience, including at least 3 years in a similar managerial or team leader role.
3. Additional Skills and Knowledge
- Sound knowledge of EU financial and budgetary rules.
- Familiarity with EU procurement rules.
- Knowledge of internal control standards of EU institutions.
- Ability to lead and motivate multinational teams.
- Advanced MS Excel skills (tested during interviews).

Selection Procedure

Appointment and Employment Conditions

- Salary: Grade AD 10, estimated monthly basic salary of €8,064.86.
