Main Responsibilities
The Budget and Finance Assistant will be responsible for a variety of financial and administrative tasks, including:
- Supporting budget execution through monitoring, forecasting, and reporting.
- Assisting in the preparation and delivery of budget transfers, inscriptions of appropriations, revenue and recovery orders, and carry forward of appropriations to EU actors.
- Acting as a financial verifying agent using ABAC (Automated Budget and Accounting Control).
- Supporting the preparation of the EBA's budget for publication in the Official Journal and online.
- Ensuring the efficient functioning of financial circuits.
- Promoting and implementing internal control systems.
- Supporting the implementation of recommendations and observations from the European Court of Auditors and Internal Audit Service.
- Collecting, verifying, and processing all documentation required for commitment and payment requests.
- Producing manuals on budget/financial procedures for management and operational actors.
- Performing any other tasks as assigned by the Director of Operations.
Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Norway, Iceland, or Lichtenstein.
- Legal Rights: Must be entitled to full citizen rights and have fulfilled any military service obligations.
- Physical Fitness: Must be physically fit to perform the duties of the post.
- Criminal Record: Must provide a certificate confirming no criminal record.
- Medical Examination: Must undergo a medical examination to meet Article 12 (2)(d) requirements.
2. Qualifications
Candidates must meet one of the following:
- Post-secondary education with a diploma.
- Secondary education with a diploma that grants access to post-secondary education and at least three years of relevant professional experience (if post-secondary is not met).
Only qualifications issued by EU or EEA authorities or recognized as equivalent will be accepted.
3. Professional Experience
- At least 3 years of full-time experience (if post-secondary education is provided).
- At least 6 years of full-time experience (if secondary education is provided).
- Experience must involve duties similar to those outlined in the job description, particularly in EU financial environments.
4. Language Skills
- Excellent knowledge of the English language (written and spoken).
- Knowledge of other EU official languages is an advantage.
5. Selection Criteria
- Proven comprehensive knowledge of EU financial rules.
- Experience in supporting budget execution and reporting common to EU institutions.
- Experience with financial circuits and ABAC workflow.

Selection Procedure
- A selection committee will be formed.

- Successful candidates are listed in order of merit.

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years, with a probation period of six months and possible extension.
- Starting Date: Expected to start on 1 October 2012.
- Function Group and Grade: Grade AST 2.
- Estimated Monthly Salary: From €3,003.02.
- Employment Benefits:
- Salaries are exempt from national tax.
- A Community tax at source is applied.
- A correction coefficient of 34.4% applies for the UK.
- Eligibility for various allowances based on family situation and origin (expatriation, household, child, education, installation, etc.).
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
