Burkina Faso WBG Country Opinion Survey Summary (FY 2024)
Objective and Methodology
The survey aimed to understand stakeholder perceptions of the World Bank Group (WBG) in Burkina Faso, covering familiarity, trust, effectiveness, development priorities, and communication. Conducted in March–April 2024 with an 81% response rate (407 respondents), compared to a 52% rate in FY 2019 (263 respondents). Key changes in stakeholder groups included increased representation from government institutions and local governments, but decreased participation from civil society and the private sector. Methodology involved online, mail, and courier surveys, with data validated by collaboration with WBG and a local field agency.
Public Perception Changes
Familiarity with the WBG declined compared to FY 2019 (mean score: 5.0 vs. 6.0). However, collaboration with the WBG correlated with higher familiarity (mean 6.9) and trust (mean 7.6). Trust in the WBG improved slightly but remained lower than national institutions; trust was higher among bilateral/multilateral agencies but lower among the private sector in FY24. The WBG was more trusted than institutions like the IMF or UN. Key positive trends included improved trust in the private sector and parliament.
Key Performance Indicators
Stakeholders rated the WBG positively on relevance, alignment with development priorities, and influence on policy, with mean scores around 7.0–7.8. Effectiveness in achieving results improved (mean 7.4), but some sectors, like social inclusion and public governance, saw lower ratings. Bilateral/multilateral agencies rated performance highest, while academia and media had lower scores. Familiarity with WBG work correlated with more positive perceptions.
Development Priorities
Top priorities included addressing fragility, conflict, and violence; education; and infrastructure (increased focus on transport). Education remained high for government institutions, while bilateral agencies prioritized fragility issues. Climate change and water/sanitation were significantly elevated concerns compared to FY 19. The WBG’s effectiveness was highest in water/sanitation but lower in areas like social inclusion.
Recommendations for WBG Effectiveness
Stakeholders recommended increased flexibility and responsiveness, better stakeholder engagement (especially local governments and civil society), and more financial and technical support aligned with national needs. Key suggestions included adapting financial instruments, improving accountability, and enhancing knowledge sharing. Open-ended responses emphasized collaboration, capacity building, and addressing insecurity.
Communication Insights
Preferred channels for receiving WBG communications were events/conferences (55%), direct contact (44%), and direct messaging (37%). Awareness of WBG work increased (62% recall), with TV, social media, and newspapers as primary sources. Commonly recalled topics included food security, climate change, poverty, and gender issues. Message recall was linked to familiarity and positive perceptions, but clarity on climate change impacts was needed to enhance communication relevance.
