Ghana Country Opinion Survey Report Summary (FY 2023)
Objectives
The survey aimed to understand stakeholder perceptions of the World Bank Group (WBG) in Ghana, covering overall context, key performance indicators, development priorities, collaboration, financial instruments, future role, and communication, based on responses from 751 participants (45% response rate).
Methodology
Conducted April-June 2023 via online and computer-assisted interviews; compared to FY20 survey with 563 participants (80% response rate). Changes in stakeholder composition noted, with increased Civil Society and decreased Government Principals involvement. Key statistically significant findings (p < .05) analyzed.
Overall Context
- Perceptions: Nearly half (49%) felt Ghana was headed in the wrong direction; Government Institutions (50%) were most positive, while others (majority) saw challenges.
- Familiarity and Trust: Familiarity improved (mean 6.0 vs. 5.5 in FY20); trust highest for WBG, Academia, UN, and Private Sector, but lowest for Local Government and Central Bank. Collaborators had higher trust and familiarity.
Key Performance Indicators
- Effectiveness and Relevance: Improved ratings for relevance and alignment; Government Institutions most positive, Bilateral/Multilateral Agencies least.
- Perceptions: Higher trust, familiarity, and agreement on influence and effectiveness in FY23 compared to FY20.
Development Areas
- Priority Focus: Stakeholders prioritized Agriculture and Food Security (highest growth), Education, Job Creation, and Health, driven by respondents from Private Sector and Government Institutions.
Collaboration and Engagement
- Collaboration: Respondents wanted increased collaboration with Private Sector (20%) and Civil Society (18%), up from FY20. Best collaboration with national government; Government Institutions most engaged.
- Communication: TV, social media, and radio are primary information sources. Stakeholders preferred publications, social media, and the WBG website. Higher engagement correlated with positive perceptions; COVID-19 debt relief and pandemic support were most recalled.
Financial Instruments and Knowledge Work
- Value Perception: Financial resources (49%) were WBG's greatest value, followed by stakeholder coordination (35%) and capacity building (27%).
- Knowledge Usage: Only 23% had used WBG's knowledge work; 56% not sure. Future use anticipated; high agreement on global expertise and stakeholder inclusion.
Future Role
- Suggestions for Effectiveness: Focus on accountability, transparency, job creation, inclusive growth, and addressing local context. Respondents prioritized operations for accountability, collaboration for stakeholder involvement, and communication for simplicity and public engagement.
Demographics and Methodology
- Stakeholder Demographics: 70% collaborate with WBG; Government Institutions (70%) and private sector (56%) most common collaborators. Response rate lower than FY20.
