Summary of China's Alignment with CPTPP
CPTPP Overview
CPTPP, established in 2017 as a free trade agreement by 11 countries after the US withdrawal from TPP, entered into force in 2018. It is a high-standard agreement focusing on services and includes over one-third of its 30 chapters on services, reflecting the crucial role of services in global growth.
Key CPTPP Chapters
CPTPP chapters are grouped into six main areas: goods trade, services trade, investment, rules, cooperation and facilitation, and general legal terms. High standards are in 10 chapters, including cross-border services, investment, finance, telecommunications, and intellectual property, promoting trade liberalization and digital economy.
China's Alignment Progress
China has accelerated its reforms since applying in 2021, with policies focusing on key areas:
- Intellectual Property: Significant gaps exist in legislation (e.g., copyright duration, patent requirements) and enforcement.
- Labor: Major challenges in core rights like freedom of association and collective bargaining, though some protections are improving.
- Environment: Advances in biodiversity and fisheries subsidies, but weaknesses in public participation and dispute resolution mechanisms.
Risks
- Geopolitical risks may hinder China's CPTPP accession.
- Alignment progress could be slower due to existing gaps in rules, delaying full integration.
