EBA Credit Institution Register Summary
Introduction
The EBA Credit Institution Register is established under Article 14 of Directive 2006/48/EC (CRD), as amended by Article 9 (3) of Directive 2010/78/EU. It serves to publish and maintain a list of credit institutions that have received authorisation, replacing the previous publication by the European Commission in the Official Journal of the European Union (OJEU). The register is designed to mirror the content of the OJEU list as closely as possible.
The register is created exclusively based on information provided by Member States and does not have legal significance. It does not confer any legal rights, and any inaccuracies (such as incorrect inclusion or omission) do not affect the legal status of the institutions. The EBA is responsible for the accurate reproduction of the data, while Member States are responsible for the overall accuracy and structure of the register.
Types of Credit Institutions in the Register
The register includes two categories of credit institutions:
- CRD credit institutions: These are credit institutions that have been authorised by EEA countries. They are defined under Article 4 (1) of CRD as entities that receive deposits or other repayable funds from the public and grant credits for their own account.
- EEA branches: These are branches of credit institutions located in one EEA country but with headquarters in another. According to Article 27 of CRD, multiple places of business in the same Member State by a single credit institution are considered a single branch.
Other types of branches or subsidiaries (e.g., non-EEA branches of non-EEA parent institutions) that require separate authorisation are not listed as EEA branches but should be included under the 'CRD credit institutions' category.
Exclusions from the Register
Some entities are excluded from the register:
- Entities exempt from CRD (Article 2 and 3 of CRD): These include central banks, post office giro institutions, and specific institutions like credit unions in the UK or Ireland. While the EBA intends to include them in the next phase, it is still unclear whether they should be excluded from the register.
- Entities in the process of liquidation.
Formats and Update Schedule
The final version of the register is available in two formats:
- PDF file
- Microsoft Excel spreadsheet (.xls)
The information is updated every six months. The first update was on 30 June 2012, the second on 31 December 2012, and the latest on 30 June 2013. Changes made after an update date (e.g., a name change in July 2013) will not be reflected in the register until the next update. The EBA plans to improve the system for submitting information to make the register more current in the future.
Fields in the Register
Name
- The name of the institution is generally provided in the national language.
- In countries with multiple official languages, all official names are listed, separated by the character '/'.
- For countries using non-Latin alphabets (e.g., Hellenic or Cyrillic), the name is translated into the Latin alphabet, followed by the original name if desired.
Legal Form
- The legal form is provided in the national language, unless the country uses a non-Latin alphabet, in which case it must be translated.
- For EEA branches, the 'Legal Form' field should be left empty, as they are not independent legal entities.
- For non-EEA branches, the field may be left empty, but NSAs may choose to include the legal form of the parent institution.
Town of the Firm
- The town is provided in the national language, unless the country uses a non-Latin alphabet, in which case it must be translated.
Country of the Firm
- This field is only present in the xls version.
- ISO-3166-1 alpha-2 codes are used to represent countries:

- This field is mandatory for EEA branches and irrelevant for CRD credit institutions (including non-EEA branches).
- The same ISO-3166-1 alpha-2 codes apply as for the 'Country of the Firm'.
Minimum Capital Requirement
- This field indicates the initial capital requirement:
- Y: Initial capital equal to or higher than EUR 5 million (Article 9(1) CRD)
- N: Initial capital between EUR 1 million and EUR 5 million (Article 9(2) CRD)
- 0: No initial capital (e.g., EEA branches)
Deposit Guarantee Status

This field indicates the type of deposit guarantee scheme the institution belongs to:
- Y: Normal deposit guarantee scheme (Article 3(1)(1) of Directive 94/19/EC)
- N: Equivalent deposit guarantee scheme (Article 3(1)(2) of Directive 94/19/EC)
- 0: No deposit guarantee

For EEA branches, the default value is '0', meaning they do not belong to the deposit guarantee scheme of the host country.

However, under certain circumstances, EEA branches may voluntarily join the deposit guarantee scheme of their host country, in which case the status will be 'Y' or 'N' accordingly.
Notes on Alphabetical Order
- The list in the PDF and XLS files may not appear in alphabetical order due to the placement of Scandinavian letters (Å, Ä, Ö, etc.), which may not be sorted correctly in some systems.
