Key Findings

Demographics of the Sample

Respondents were grouped into categories: financial sector/private banks, CSOs (NGOs, private foundations, youth groups), and "Other" (including PMUs, consultants, and local governments).
The "Other" category included fewer respondents, and stakeholder groups like the Office of the President/Prime Minister, judiciary, and trade unions were not represented.
Respondents were asked about their familiarity with the WBG and their views on its effectiveness and role in development.

General Issues Facing Uzbekistan

Most respondents believed Uzbekistan is headed in the right direction.
The most important development priority was identified as "education" (27%).
"Job creation/employment" was seen as the greatest contributor to poverty reduction (41%).
The gap between the rich and the poor was considered a moderately big problem.
Global climate change was seen as a somewhat serious problem.

Overall Attitudes toward the World Bank Group

Respondents rated the WBG's overall effectiveness at 6.4 (on a 10-point scale).
The WBG's work was seen as contributing to development results.
The greatest value of the WBG was its "financial resources: investment lending" (63%).
The most effective instruments for poverty reduction were "investment lending" (60%), "capacity development" (47%), and "technical assistance" (44%).
The greatest weakness was "not enough public disclosure of its work" (35%).

Sectoral Importance and Effectiveness

The WBG's involvement in economic growth, energy and energy efficiency, and agriculture and rural development were key drivers of its overall effectiveness.
Respondents rated the WBG's effectiveness in promoting private public partnerships at 6.5.
The WBG's effectiveness in helping the poorest was rated at 6.2.
Collaborators with the WBG had significantly higher ratings of effectiveness compared to non-collaborators.

How the World Bank Group Operates

Respondents generally agreed that the WBG is an effective development partner.
The WBG's work was seen as meeting Uzbekistan's knowledge needs.
The technical quality of the WBG's knowledge work was rated highly.
However, there was a lower rating for knowledge work being translated into local languages.

Future Role of the WBG in Uzbekistan

Stakeholders suggested the WBG should reduce the complexity of obtaining financing and reach out more to non-government groups.
Collaboration with the private sector, NGOs, and academia/think tanks was emphasized.
Key areas for resource focus included domestic private sector development, agriculture and rural development, and education.
