Algeria Tobacco Control Profile (WHO, 2021)
Algeria is a middle-income country and Party to the WHO Framework Convention on Tobacco Control, having signed on 20 June 2003 and ratified on 30 June 2006. The national tobacco control program includes specific government objectives and an agency with two full-time staff. Compliance with MPOWER measures was assessed, with separate compliance scores for Protection (P) and Enforcement (E):
- Monitoring: Recent nationally representative surveys exist for adults but not for adolescents, limiting comprehensive data.
- Smoke-free Environments: Comprehensive bans on smoking in public places are effective, though subnational laws may vary.
- Cessation Programmes: Limited cessation services are available in some health and educational facilities, but few are cost-covered due to pending regulations.
- Health Warnings: Strong legal requirements for health warnings on cigarette packages include size, rotation, and placement; some aspects are subject to pending laws.
- Advertising Bans: Full prohibition on all forms of direct and indirect tobacco advertising, promotion, and sponsorship is enforced, including on media and other platforms.
- Taxation: High taxes on cigarettes make them less affordable, with trend data showing decreasing affordability from 2010.
Tobacco use remains a concern, with high prevalence among males and some non-smoking but widespread use, influenced by affordability and policy gaps.
Key Findings
Algeria has made progress in implementing comprehensive smoke-free environments and taxation strategies, but areas like cessation support and health warning regulations need improvement. MPOWER compliance varies, with strengths in enforcement but weaknesses in monitoring and program availability.
