Overview
The European Banking Authority (EBA), established on 1 January 2011 by Regulation (EC) No. 1093/2010, is an independent EU authority tasked with improving the functioning of the EU internal market through high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors. Position: Legal Expert
The EBA is seeking a Legal Expert to join the Policy Analysis and Coordination Unit. The role involves providing legal analysis and support to the EBA's regulatory and oversight functions, including drafting technical standards, guidelines, recommendations, and opinions. The expert will also participate in working groups and represent the EBA at a technical level, cooperating with other ESAs.
Key Responsibilities
- Provide legal support in the drafting of binding technical standards, guidelines, recommendations, and opinions.
- Support oversight activities through supervisory recommendations and dispute resolution.
- Conduct legal analysis of financial regulatory and supervisory proposals.
- Participate in EBA working groups and represent the EBA technically.
- Cooperate with other ESAs in areas of expertise.
- Perform other related legal tasks.
Eligibility Criteria
General Requirements
- Proficiency in one EU language and satisfactory knowledge of another.
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full citizen rights and fulfilled military service obligations.
- Physical fitness for the role.
- No criminal record (certificate required).
- Medical examination as per Article 12 (2)(d) of the Conditions of Employment.
Specific Requirements
- Qualifications:
a) Completed university studies in law with a diploma and at least one year of professional experience (if normal education is 3 years).
b) Completed university studies in law with a diploma (if normal education is 4 years or more). - Professional Experience:
At least 13 years (for option a) or 12 years (for option b) of full-time experience post-education, with at least 5 years in comparable positions in banking supervision or regulation. - Language Skills:
Excellent knowledge of English (written and spoken). Knowledge of other EU languages is an advantage.

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid.

- Interview: Held in English, assessing suitability, experience, and motivation. Minimum score: 6 out of 10.
- Successful candidates are ranked by merit. The top candidate will be recruited, while those scoring 12 or above will be placed on a reserve list valid until 31 July 2013.

Appointment and Employment Conditions
- Contract: Temporary fixed-term contract of three years with a six-month probation period, possibly extendable.
- Expected Start Date: 1 November 2012.
- Grade: AD 9.
- Salary: Estimated monthly basic salary of €7,127.99.
- Employment Benefits:
- Exempt from national tax; Community tax at source applies.
- Correction coefficient of 34.4% for UK-based staff.
- Possible entitlement to allowances (expatriation, household, child, education, etc.).
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
