Context and Background: In Peru, gender-based violence (GBV) remains a critical issue, exacerbated by the COVID-19 pandemic. Prior to the pandemic, nearly 58% of women in Peru experienced violence from a spouse or partner during their lifetime, and 30% faced physical violence in the past year. GDP in the district of Villa El Salvador (VES), Lima, is particularly high, with over 75% of women experiencing violence in their lifetime. The pandemic worsened the situation, leading to increased economic dependency and higher rates of violence due to lockdowns.
Intervention and Approach: The United Nations Development Programme (UNDP) partnered with the local government and women's organizations to establish the "Justa" Women Leaders Network. This network unites women leaders around the common goal of preventing and responding to GBV. Through community mobilization and conflict resolution, the network achieved transformative changes, including the creation of a permanent Local GBV Task Force. This task force involves representatives from the government, judiciary, police, healthcare, and NGOs, ensuring coordinated action.
