Overall Objective

The M&E OT is based on the Tripartite Zoonoses Guide (TZG) and provides guidance for establishing coordinated, multisectoral monitoring and evaluation (M&E) processes to manage zoonotic diseases using a One Health approach. It addresses objectives across six technical areas: Multisectoral Coordination Mechanisms (MCM), Joint Risk Assessment (JRA), Risk Reduction & Communication, Planning & Preparedness, Investigation & Response, and Surveillance & Information Sharing (SIS).

1. M&E Definition & Alignment

• M&E is the process of collecting and using information to assess whether multisectoral and One Health strategies achieve their goals, enabling evidence-based decision-making.
• Aligned with the Quadripartite One Health Joint Plan of Action (OH JPA) pathways, the M&E OT supports national zoonotic disease programs tailored to specific contexts.

2. Operational Process
