Project Summary: Building Community Resilience in Bangladesh via TVET Teachers for the Future Program

1. Project Overview: The Asian Development Bank is implementing the TVET Teachers for Future Program (2025–2030) to enhance technical and vocational education and training (TVET) in Bangladesh, aiming to build climate resilience and improve employability through teacher development.

2. Climate Risk Context: Bangladesh faces high exposure to climate hazards, ranking 46th in the Climate Risk Index, with vulnerable sectors like agriculture, fisheries, and water resources exacerbating risks; TVET is positioned to address these through climate-resilient skills.

3. Policy Alignment: The project aligns with the Government of Bangladesh's National Adaptation Plan and Mujib Climate Prosperity Plan, focusing on green skills, such as energy saving and climate-smart agriculture, to support low-carbon development and adaptation.

4. Project Actions: Activities include expanding teacher training on climate change and emerging technologies, updating curricula for agro-processing, civil engineering, and digital skills, and strengthening TVET management systems to improve institutional capacity.

5. Key Findings: TVET systems in Bangladesh suffer from limited teacher training output, poor curriculum relevance due to centralized control and lack of local knowledge, high costs reducing access, and inadequate facilities, hindering climate resilience efforts.

6. Entry Points for Climate Adaptation:

   • Teacher Training: Prioritize practical training on climate hazards, professional development via local/global partnerships, and assessment methods beyond written exams.
   • Curricula: Integrate climate adaptation modules into subject-specific courses (e.g., climate-smart agriculture, green building standards, earth observation tools), incorporating local and indigenous knowledge.
   • Institutions: Promote decentralization, strategic partnerships with industries and disaster agencies, inclusive access for marginalized groups, and infrastructure upgrades for resilience and sustainability.

7. Recommendations: Embed climate literacy across TVET curricula, enhance teacher competencies through continuous profeesional development and industry placements, and invest in resilient facilities and digital tools to maximize adaptation outcomes.
