报告摘要
Bangladesh faces significant climate vulnerability, ranking 7th globally in climate risk and 9th in deaths from climate disasters, due to factors such as high population density, poverty, and geographic location. The country has made notable progress through national strategies like the Climate Change Strategy and Action Plan (BCCSAP 2009) and the National Adaptation Plan (2023-2050), which prioritize climate-resilient agriculture, urban development, and ecosystem conservation. Financially, it benefits from international funds such as the Green Climate Fund (USD 374 million approved) and bilateral assistance, alongside domestic resources allocated to climate actions.
However, challenges persist, including the threat of LDC graduation in 2026 potentially reducing overseas aid by up to 19%, and barriers to green growth such as limited access to finance, inadequate training, and market constraints in renewable energy and agriculture. Decarbonization efforts, supported by initiatives like energy efficiency targets in the industrial sector and renewable energy expansion, aim to reduce carbon emissions through mechanisms like carbon pricing and tax implementation by 2025.
Key recommendations include accelerating public-private collaborations to mobilize green investments, promote sustainable agribusinesses, and invest in climate-resilient infrastructure. Case studies, such as BRAC's Adaptation Clinics and Green Delta's insurance programs, demonstrate effective community-based interventions that enhance climate resilience and support vulnerable groups. Overall, strengthening partnerships and addressing financial and educational barriers is crucial for achieving climate goals and building a resilient economy.
