Summary: This policy brief argues that Germany should continue its cooperation with China despite the 2009 official termination of bilateral development cooperation. China remains the third-largest recipient of German ODA, leading to public confusion. Contrary to popular belief, German aid to China is not traditional poverty-reduction-focused; it includes promotional loans and technical cooperation, often funded through market sources like the KfW. The shift has led to cooperation centered on international issues such as climate change and innovation, resulting in mutual benefits like trade growth. Germany profits from China through economic ties, including exports and research partnerships. Given China's potential exit from ODA eligibility and the value of South-South cooperation, Germany should maintain the partnership by enhancing transparency about the nature of the aid, avoiding premature withdrawal, and ensuring alignment with global initiatives like the Paris Agreement.
Key findings include the misconception that ODA is pure aid for poverty reduction, the involvement of various ministries beyond BMZ, and the need for clearer data sharing. The brief emphasizes that terminating cooperation could harm ongoing projects and undermine climate goals, advocating for a focus on sustainable and equitable partnerships.
