Organized Crime and Violence in Latin America and the Caribbean

Overview

Latin America faces growing challenges from organized crime, exacerbated by economic stagnation, institutional weakness, and persisting violence. Despite recent poverty reduction, the region’s development is hindered by the expanding influence of criminal groups, which undermine governance, distort markets, and fuel insecurity.

Chapter 1: The State of the LAC Region

The region's economic outlook remains fragile, with sluggish growth, fiscal deficits, and high public debt constraining progress. Poverty reduction has slowed, with inequality persisting despite improvements in some areas. Key vulnerabilities include weak productivity, high informality in labor markets, and heightened risks from global trade tensions and migration shifts. Additionally, advancements in artificial intelligence and the energy transition create new opportunities but also risks to employment and social equity.

Chapter 2: Organized Crime and Violence in Latin America and the Caribbean

Organized crime in LAC is characterized by lethal violence, territorial control, and state capture, contributing significantly to the region’s high homicide rates (accounting for one-third of global homicides). Institutional weaknesses plague the prison, police, and justice systems, limiting effective responses. To combat organized crime, a multifaceted strategy is required, including strengthening state capacity, enhancing coordination, investing in prevention, prioritizing data-driven policies, and fostering international collaboration.
