报告摘要
Summary of the Community-Based Intervention for Non-Communicable Diseases in Depok, West Java, Indonesia
Purpose
The study aimed to evaluate the effectiveness of community-based interventions to prevent and control major non-communicable diseases (NCDs) like cardiovascular diseases, diabetes mellitus, and hypertension, along with their risk factors. It assessed the impact of these interventions on behavior, biological, and biochemical risk factors in the population aged 25–64 years, with a focus on sustainability and community participation.
Intervention Approach
A comprehensive strategy using the WHO STEPS approach for surveillance was implemented, involving establishing 'Posbindu PTM' (Integrated Health Post for NCD) integrated health posts within villages. Programs focused on:
- Community participation via healthy clubs and outreach by health volunteers
- Health promotion and reorientation of public health services for integrated care
- Surveillance and policy advocacy through the Healthy Depok City Forum
- Collaboration with NGOs, industries, and private sectors
Challenges included low priority for NCD programs by policymakers, limited human resources, and inadequate funding.
Evaluation Outcome
The three-year intervention (2003–2006) showed significant reductions in major NCD risk factors like obesity, blood pressure, blood glucose, and cholesterol. Key findings:
- Biochemical risk factors declined significantly between 2003 and 2006, especially among males
- Diabetes and hypertension prevalence decreased, facilitated by better monitoring and treatment
- Biochemical risk factors Declined significantly Between 2003 and 2006, especially Among males
- However, behavioral factors like tobacco use, physical activity, and dietary patterns Decreased but not significantly
Recommendations
- Strengthen monitoring of NCD risk factors in routine programs.
- Link program outcomes with human development index (HDI) to gain better policy support.
- Develop sustainable partnerships through community and market-based approaches.
- Enhance capacity building for health workers and volunteers.
- Implement regular evaluations to ensure program effectiveness and cost-efficiency.
