报告摘要
Summary
The UNDP Climate Promise project, funded by Japan's Supplementary Budget, supports 16 countries in Africa, Asia, Arab States, and Europe and Central Asia to implement climate actions aligned with the Paris Agreement. Key achievements include reducing greenhouse gas emissions by targeting adaptation and mitigation strategies, adding renewable energy capacity, and enhancing climate resilience. For instance, mitigation efforts reduced GHG emissions by tens of thousands of tonnes CO₂e per year, while adaptation projects improved water management, disaster risk reduction, and sustainable agriculture. Countries like Armenia, Bhutan, India, and Viet Nam showed significant impacts, with investments in clean energy, solar irrigation, and electric vehicles. The project emphasized collaborative partnerships, technological innovation, and inclusive approaches to ensure no one is left behind, contributing to multiple Sustainable Development Goals and national climate pledges. Lessons highlight the effectiveness of international finance in driving local climate action and fostering green transitions, reinforcing the need for accelerated efforts to limit global warming.
Key Findings:
- GHG Emissions Reduction: Over 51,739 tonnes of CO₂e/year avoided currently, with an additional 362,176 tonnes projected by 2030 through emission cuts.
- Renewable Energy: Installed capacities include over 111,199 renewable energy units, covering 261 vulnerable families, and added renewable capacity up to 0.4–5 MW or more per country.
- Adaptation and Resilience: Projects like solar-powered irrigation in Nepal and flood forecasting in Kyrgyz Republic improved food security and disaster preparedness.
- Capacity Building: Trained over 255,000 people, creating 1,500 green jobs, with focus on women, youth, and marginalized groups.
- Cross-Cutting Themes: Climate-smart agriculture, clean cooking, and electric vehicle promotion were common, reducing emissions and enhancing human security.
This initiative demonstrates a successful turn from climate crisis to action, leveraging global cooperation to address threats and build sustainable development pathways.
