IRENA’s Energy Transition Support and Climate Action Summary
Introduction
The International Renewable Energy Agency (IRENA) published “IRENA’s Energy Transition Support to Strengthen Climate Action: Insight to Impact 2023” to provide an overview of its efforts in supporting global renewable energy deployment as part of climate mitigation and adaptation strategies. The report underscores the urgency of accelerating renewable energy growth to meet the 1.5°C target by reviewing national commitments, enabling conditions for deployment, and mobilizing finance.
Global Outlook and Ambitious National Commitments
IRENA highlights that renewable energy deployment reached a record 300 GW in 2022, yet annual investment remains insufficient to align with the 1.5°C pathway. Countries increasingly commit to ambitious climate goals via Nationally Determined Contributions (NDCs) and Long-term Low-emission Development Strategies (LT-LEDS). Over 67 countries have submitted updated NDCs, and 68 have communicated LT-LEDS, many setting 2050 as a carbon neutrality target. Despite progress, a significant emissions gap persists.
National Climate Targets and Ambition

- Challenges include securing climate finance and data to model scenarios.

IRENA’s Three-Pillar Framework for Energy Transition
IRENA supports members through these enabling conditions:
- Physical Infrastructure: Grid integration, hosting studies, site selection.
- Policy and Regulatory Enablers: Policy review, auction design, incentives.
- Human and Institutional Capacities: Training, education, data management.
Climate Investment for Renewables Deployment
IRENA – a tripling of renewable capacity by 2030 – requires increasing annual renewable energy deployment to 1,000 GW. Key recommendations include:
- Strengthening access to finance through IRENA’s Energy Transition Accelerator Financing (ETAF) platform.
- Bolstering collaboration with partners to reduce investment barriers.
Global institutions such as the UNFCCC and finance platforms are encouraged to support scaled renewable investment.
