Human Capital Analysis in CEMAC Region
Overview
The Human Capital Index (HCI) in CEMAC countries ranges from 0.27 to 0.46, indicating that residents achieve between a quarter and a half of their potential in health and education. Sub-national analysis reveals significant disparities, with inequalities arising from urban-rural divides and regional divergences. Strategic and efficient spending can mitigate these gaps. Data for Gabon and Equatorial Guinea are limited or outdated.
Sub-national Disparities
- Urban and rural, as well as regional, inequalities impact human capital outcomes.
- Examples include Cameroon's regional variations in HCI and years of schooling, Chad's poor performance in southern regions (e.g., low survival rates and low education years), and the Central African Republic's relative uniformity but lag in southeast areas.
Recommendations
- Prioritize investment in disadvantaged regions to improve service provision and reduce inequalities.
- Strengthen health and education services, and implement social safety nets to address supply and demand challenges.
- Collect better regional data, particularly on learning assessments and adult survival, to inform policy.
- Equatorial Guinea and Gabon need updated data for accurate HCI calculations.
