The FY 2024 Lao PDR Country Opinion Survey Report, conducted by the World Bank Group's Business Intelligence Team, analyzes stakeholder perceptions of the World Bank Group (WBG) in Laos. The survey, held from January to May 2024 with a 61% response rate (384 out of 629), showed significant improvements in familiarity and trust compared to the FY2021 survey. Key changes included higher mean familiarity scores (7.2 in FY24 vs. 5.7 in FY21) and trust ratings, particularly among collaborators and government respondents.

However, collaborations with civil society weakened, and there were calls for more standard funding conditions, simplified processes, and enhanced local capacity.

WBG financial instruments saw demand for more timely disbursement and grants, while knowledge work was highly valued but needed better dissemination, especially in local languages. Communication preferences leaned toward events and direct contact, and message recall correlated with favorable perceptions.

Overall sentiment is positive, with Lao PDR performers outperforming comparator countries, but areas for improvement include balancing stakeholder groups in engagement, refining financial terms, and improving climate change communications.
