IMF Working Paper Analysis: The Extent and Composition of Automatic Stabilization in EU Countries
This paper analyzes automatic income and demand stabilization in EU countries using microsimulation EUROMOD data for the period 2011–2019. The key findings are:
- Automatic Income Stabilization (ISC): Aged 41.3% on average at the EU level, varying significantly by country. The largest contributor is direct income taxes (29.3% EU-wide). Households with similar incomes experience similar stabilization levels but different sources stabilize by income level.
- Automatic Demand Stabilization (DSC): Aged 84.7% on average at the EU level, increasing with household income.
Most countries' stabilization levels did not change significantly over the period, except a few due to reforms in tax and benefit systems. The results support the importance of automatic stabilizers in response to transitory shocks.
