Mode of Instruction

99% of institutions offered in-person or hybrid instruction in Fall 2021.
Only 1% of institutions offered online-only instruction.
65% of all reported international students were on campus in the U.S.

Safety and Security Measures

87% of institutions required face coverings.
72% of institutions conducted virus testing for students, faculty, and staff.
72% of institutions offered vaccinations, though only 48% required them.
Most restrictions (on-campus events, travel, class sizes, and housing) were lifted compared to Fall 2020.

Recruitment Strategies

Recruitment Priorities

U.S. institutions are prioritizing outreach in India (56%), China (51%), and U.S. high schools (44%).
77% of institutions reported same or increased financial support for recruitment efforts.

Recruitment Resources

Institutions use current international students (64%), online recruitment events (56%), and social media (55%) for outreach.
International partnerships (51%), agents (48%), and Education USA (48%) are also used.
The #YouAreWelcomeHere campaign has gained global attention, with over 50 colleges committing to scholarship programs for international students.

Institutional Types and Trends

Doctoral universities and Baccalaureate colleges saw increases in international student numbers.
Special Focus Institutions also reported a 16% increase.
Associate's colleges continue to report decreases (-10%), highlighting variable impacts of the pandemic across institutional types.

Support for International Students

75% of institutions offer mental health support.
64% support health, safety, and well-being.
Institutions use text messages, WhatsApp, and social media to engage with international students.
Individualized support is emphasized, especially for students dealing with health-related challenges or travel restrictions.

The Fall 2021 Snapshot reflects resilience in the U.S. higher education system, showing a rebound in international student enrollment and a strong return to in-person study. Methodology

The survey was conducted by the Institute of International Education (IIE) and nine partner associations.
864 institutions responded, marking the highest response rate in the 16-year history of the survey.
The survey included an expanded definition of international students to capture those studying in-person or online in the U.S. and online from abroad.
The respondents represented 59% of all international students reported in the Open Doors 2021 report.
