Residential Propane Price Analysis Summary

According to the Propane Education and Research Act of 1996 (PERA), the Department of Commerce analyzed U.S. residential propane prices relative to residential electricity, natural gas, and No. 2 fuel oil. The analysis found that the 5-year rolling average price index for residential propane exceeded the composite index for other energy sources by 17.5% compared to the 10.1% threshold mandated by PERA. As a result, the Propane Education and Research Council (PERC) had its activities restricted to research, training, and safety. The analysis, based on Energy Information Administration (EIA) data, revealed that while residential propane prices decreased by 15.2% in 2009, they increased significantly between 2003 and 2008 (103.3% overall from 1996), outpacing other energy sources except commercial users. The ratio of residential propane prices to the composite energy price index increased from 0.96 in 2000 to 1.25 in 2009, exceeding the threshold and maintaining restrictions. A new analysis will be conducted in 180 days.
