- Economic Dimension: The Economic Dimension category was a major contributor to overall performance, with 26% of the benchmark. While it generally dragged down scores, it was a key driver for the Top 20 cities.
- Energy & Power and Industry Categories: These categories also played a critical role in performance, showing strong correlations with overall LOGIC scores.
- GDP and LOGIC Correlation: Over 90 cities in the sample showed both GDP growth and LOGIC score growth, demonstrating that green and low-carbon goals can align with economic development.
Recommendations
- Tailored Strategies: Cities should adopt strategies that match their economic development stage and size, especially mega cities which need special attention.
- Knowledge Sharing: Peer learning and knowledge sharing among top-performing cities can help accelerate progress in lower-performing cities.
- Policy Effectiveness: There is a need to ensure that policy commitments are effectively implemented, as some low-carbon pilot cities fell short of their green goals.
- Index Updates: LOGIC should be updated every two years to reflect current trends and provide timely insights for policy-making.
