报告摘要
The Asia-Pacific region faces a substantial financing gap for climate action and sustainable development, with current financial requirements far exceeding available resources. Despite progress in green finance, such as the growth of GSS+ (Green, Social, Sustainability, Sustainability-Linked) bond issuance and carbon pricing initiatives, challenges remain, including insufficient policy coherence, lack of standardized data, and slow private finance commitments. The report advocates for urgent systemic changes across governments, regulators, and private finance to accelerate sustainable finance deployment.
Key Recommendations:
- Governments: Develop effective NDC financing strategies, enhance policy coherence, and promote sustainable finance infrastructure.
- Regulators: Integrate climate risks into financial stability assessments, standardize taxonomies, and invest in data and capacity-building.
- Private Finance: Adopt net-zero commitments, expand local currency financing, and leverage concessional finance to mobilize private capital.
Ten Principles of Action are proposed to bridge the sustainable finance gap, emphasizing collaboration, regulatory alignment, and innovative financing mechanisms to achieve the 1.5°C climate goal.
