报告摘要
-
ESCAP: The UN Economic and Social Commission for Asia and the Pacific (ESCAP) is the largest intergovernmental platform in the region, promoting cooperation among its 53 member states and nine associate members to address sustainable development challenges, supporting inclusive, resilient, and sustainable development in the region by generating action-oriented knowledge and providing technical assistance.
-
ASEAN: Established in 1967, ASEAN has nine member states that have made significant progress in digitalizing trade procedures through initiatives like the ASEAN Single Window, achieving an average implementation rate of 81% for 31 general trade facilitation measures.
-
Survey Findings: The UN Global Survey on Digital and Sustainable Trade Facilitation (2023) evaluated 60 measures across four categories:
- General Trade Facilitation: High implementation rates (81%) in transparency, formalities, institutional cooperation, and paperless trade.
- Sustainable Measures: Lower rates identified needs for improvement in:
- Trade facilitation for SMEs and women (33%).
- Agricultural trade (60%).
- Impact: Full implementation could reduce trade costs by nearly 9% through digital trade facilitation, with the Framework Agreement on Cross-border Paperless Trade being a supportive UN treaty.
-
Way Forward: ESCAP and ASEAN recommend:
- Enhancing cooperation in e-commerce, climate-smart trade, and blockchain.
- Joining the CPTA to facilitate interoperability and paperless trade systems across Asia-Pacific.
- Promoting sustainable trade measures to support vulnerable groups like SMEs and women.
- Increasing implementation rates for sustainable and climate-smart trade to boost competitiveness during global supply chain disruptions
