Public Investment Management Assessment Update with the Climate Module for The Gambia
This technical assistance report from the IMF assesses The Gambia's public investment management (PIM) and incorporates climate considerations into PIM processes. The assessment covers trends in public investment, efficiency of public investment, PIM institutions, climate-related risks, and cross-cutting issues.
Institutional design shows moderate improvements since the 2019 PIMA assessment, particularly in planning, appraisal, and procurement. However, effectiveness in most areas remains low due to issues like the lack of a dedicated PIM team, insufficient IT systems for project tracking, limited capacity, and deficiencies in budgeting and implementation procedures.
The Gambia faces significant climate change risks, especially sea-level rise affecting coastal infrastructure. Climate-aware planning lacks full integration with national PIM strategies, and existing regulations do not comprehensively address climate risks across project appraisal, budgeting, and portfolio management.
Key recommendations include implementing a simple, fit-for-purpose Public Investment Management Information System (PIMIS), creating a centralized PIM unit within MoFEA to coordinate and guide PIM across government, completing a comprehensive asset register, and tagging climate-related expenditures to enhance climate resilience.
These steps will support better alignment of public investment with The Gambia's development goals and climate objectives, potentially strengthening fiscal sustainability and infrastructure resilience.
