In Togo, the Novissi program successfully implemented an end-to-end digital social assistance scheme aimed at the urban informal sector, leveraging digital technologies and timely data for targeting beneficiaries. Despite challenges like limited phone access and illiteracy, the program achieved high uptake, with over 500,000 beneficiaries initially, predominantly women. Key successes included using voter databases for efficient identification, high mobile money penetration in urban areas facilitating payments, and adaptive regulatory changes during COVID-19. However, inequality in digital access risked excluding vulnerable groups, and limited merchant acceptance of digital payments hindered full utilization. Moving forward, recommendations include enhancing social registries, integrating cell phone data for targeting, deepening financial inclusion, and offering alternative registration methods to ensure broader inclusion. Overall, Novissi demonstrated the potential of digital G2P systems but required ongoing efforts to address access disparities and improve digital financial services.
