The report examines the saving behaviors, needs, and aspirations of poor urban Liberians in the informal sector, as well as institutional readiness to support micro-savings schemes. Key findings include the prevalence of informal savings groups (susus) but significant barriers to formal financial inclusion. Mobile money adoption is high, yet regulations restrict its use for formal savings. Financial literacy positively correlates with saving, and urban informal workers prefer flexible, digital-based saving mechanisms with incentives. Recommendations include supporting susus through documentation and digital integration, enhancing financial literacy, improving ID systems and payment infrastructure, clarifying policies for private sector partnerships, and piloting a digital micro-saving scheme with government-matching incentives.
