This report analyzes the causes and policies to address gender inequality. It argues that the goals of reducing gender inequality and closing gender gaps measured by routine indicators can be pursued simultaneously. The main findings are:
- Gender equality policies can speed up convergence toward allocative efficiency, thereby helping countries take advantage of comparative gender opportunities.
- Gender equality policies that enhance gender-mixed education and workforce outcomes can also help change preferences and social norms across several dimensions.
- There is no trade-off between policies that raise female voice and policies that enhance female agency or rights in economic opportunities. Instead, such policies can and do reinforce each other.
The report emphasizes that gender equality policies should be implemented through a comprehensive and thoroughgoing strategy that promotes the triple jump:(1)policies implemented for all at the same time;(2)policies implemented in education across the entire life span;(3)gender-sensitive policies combined with easygoing norms toward women and top-quality targeted programs.
