The European Banking Authority (EBA) issued a vacancy notice for the position of Budget Officer at its London office on 23 April 2012. Main Responsibilities
The Budget Officer will be responsible for:
- Ensuring proper budget management in accordance with EU financial regulations.
- Preparing and delivering various budget documents, including Preliminary Draft Budget, Draft Budget, Amending Budget, budget transfers, and inscriptions of appropriations.
- Managing the financial circuits and the financial delegations.
- Evaluating the execution of the budget and providing advice on budget-related issues.
- Implementing internal control systems and following up on recommendations from the European Court of Auditors and Internal Audit Service.
- Producing manuals on budget/financial procedures and supporting training for operational staff.
- Acting as a financial verifying agent within the ABAC system.
- Ensuring the legality and regularity of financial transactions.
- Interacting with both internal and external stakeholders involved in the budget process.
Key Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State.
- Must have a certificate confirming no criminal record.
- Must be physically fit for the role.
- Must have completed university studies and have at least one year of relevant professional experience (for a 3-year degree) or at least 4 years (for a 4-year degree).
2. Language Proficiency
- Excellent knowledge of English (written and spoken).
- Satisfactory knowledge of another EU language.
3. Professional Experience
- At least 4 years (for a 3-year degree) or 3 years (for a 4-year degree) of relevant experience in budget planning, monitoring, and control.
4. Technical and Professional Competencies
- Proven knowledge of the Framework Financial Regulation.
- Experience with ABAC workflow, data warehouse, and assets.
- Experience in managing financial circuits and implementing internal control systems.
- Ability to draft internal rules and documentation related to budgetary matters.
- Experience in interacting with external EU institutions and agencies.

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid.
- Shortlisted candidates may be invited to written tests and interviews.
- Written tests are in English and assess writing ability, knowledge, and drafting skills. Minimum score: 6 out of 10.
- Interviews are in English and assess suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
- Successful candidates are listed in order of merit.
- The top candidate will be recruited, and those scoring 12 or above will be placed on a reserve list valid until 31 December 2012.
Conditions of Employment
- The position is a temporary fixed-term contract of three years with a six-month probation period, potentially extendable.
- The candidate will be recruited at grade AD 6 with an estimated monthly basic salary of €4,921.28.
- Salaries are exempt from national tax, with a Community tax at source applied.
- The correction coefficient for the UK is currently 34.4%.
- Various allowances may be granted based on family situation and place of origin.
- Annual leave entitlement includes 2 days per calendar month plus additional days based on age, grade, and distance from origin.
- Benefits include access to the EU Pension Scheme, sickness and accident insurance, unemployment and invalidity allowance, and travel insurance.
