Azerbaijan Rural Digital Needs Assessment Summary
Introduction
This report evaluates digital infrastructure, skills, and opportunities in nine Azerbaijani rayons, focusing on urban-rural disparities. It assesses household connectivity, digital literacy, and service utilization through surveys, focus groups, and interviews, informing strategies to bridge the digital divide. The assessment included 1,048 households, eight focus groups, and 32 key informant interviews.
Methodology

- Mobile Usage: Widely used but limited for high-speed services; 41% own smartphones, but only 30% use mobile broadband.
- Government Initiatives: ASAN centers, online portals (gov.az, my.gov.az), and e-healthcare platforms like e-Təbib are established but underutilized.
2. Digital Skills & Usage
- Device Ownership: Smartphones dominate (98.9% ownership), followed by smart TVs (71%). Tablets and laptops are less common.
- Internet Access: 98.9% use the internet; smartphones are the primary access point. Common activities include communication (89-98%), social media, and entertainment.
- Digital Literacy: High awareness of benefits but low proficiency in critical evaluation of online information (37% never assess security). Older adults and women lag in skills.
3. Challenges
- Affordability: High broadband costs limit rural subscriptions; income gaps widen digital divides.
- Skills Gap: Lack of training for businesses (e-commerce, digital marketing) and public servants.
- Infrastructure Deficits: Inadequate fiber optic coverage and repair challenges in remote areas.
Recommendations
1. Digital Skills Development
- Adopt national digital literacy standards with tailored programs for demographics (youth, elderly, women).
- Leverage face-to-face training and plain language resources to improve accessibility.
2. Expand Digital Infrastructure
- Involve public financing (Universal Service Funds) to subsidize rural broadband.
- Establish Innovation and Digital Community Centers to provide services and training in accessible locations.
3. Enhance Digital Security & Training
- Strengthen cybersecurity education, particularly among vulnerable groups.
- Integrate computer science and STEAM education into school curricula.
4. Public Service Digitalization
- Promote digital tools (e-wallets, e-government platforms) through awareness campaigns.
