The case study examines Viet Nam's efforts to address unequal access to digital education during the COVID-19 pandemic through the Internet Connection and Computers for Students program. It highlights key challenges such as disparities in digital infrastructure, especially between urban and rural areas, insufficient digital literacy among teachers and students in remote regions, and coordination issues between government agencies, private sector stakeholders, and civil society organizations. Initially, the program aimed to provide technology and internet connectivity to disadvantaged students, leading to improved nationwide coverage with the distribution of over 92,600 devices by early 2022. However, persistent problems in quality control remain, as there is no standardized system for digital educational content and assessments. Budget management at local authorities also caused delays, with some provinces struggling to implement the program due to competing priorities. Lessons learned emphasize the importance of targeted interventions for marginalized groups, enhanced coordination between central and local levels, and the need for robust monitoring and evaluation systems for sustained success. This initiative serves as a model for other developing countries in Southeast Asia, demonstrating potential strategies for equitable digital education access during crises.
