A Checklist for Decision-makers & Practitioners on a Youth-Inclusive NDC Process

1. Political Commitment:

   • Ensure equal and meaningful youth participation in climate policymaking, including law enforcement and binding instruments.
   • Evidence shows systemic exclusion of youth in NDCs (77.9% of surveyed youth have never been invited to participate).

2. Mapping & Outreach:

   • Identify marginalized youth groups (e.g., Indigenous, LGBTQIA+, rural) and ensure inclusive representation.
   • Use diverse communication channels (community radio, local networks) for accessibility.

3. Capacity Building:

   • Train youth on NDC formulation, climate science, and data analysis.
   • Empower youth to contribute through workshops, decentralized training, and mentorship programs.

4. Inclusive Consultations:

   • Co-design agendas, define inclusivity criteria, and ensure diverse participation in consultation teams.
