Introduction
The World Bank's Women, Business and the Law 2024 introduces a new three-pillar framework to measure legal gender equality, implementation gaps, and expert perceptions. The report highlights that women globally earn only 77 cents for every dollar men earn, spend 2.4 hours daily on unpaid care work, and face significant barriers to employment, entrepreneurship, and property rights. Half of the 190 economies studied still provide fewer than half of the rights for women under gender-equal laws.

   • Experts perceive only 65.7% of women's rights in practice, slightly better than legal outcomes but still lagging. Disparities are stark in key areas like childcare access and safety from violence.

4. Policy Opportunities:

   • Countries like Rwanda, Togo, and Sierra Leone showed significant reforms (e.g., parental leave policies). Public procurement and childcare affordability are prioritized for reform.
