- Liquidity management tools (LMTs): Introduce LMTs such as share classes with notice periods, gates, and minimum balance at risk requirements. These tools should complement asset-liability matching, not replace it, and their implementation should be gradual to avoid disrupting market dynamics.
- Interagency working group and risk appetite: Establish a joint task force involving BanRep, SFC, and URF to coordinate reforms, assess trade-offs like funding costs versus investor protection, and develop a unified risk appetite framework for OEF liquidity management.
The analysis highlights that while Colombia's OEF sector demonstrated resilience, notably withstanding no suspensions during the COVID-19 crisis, regulatory and supervisory gaps could exacerbate vulnerabilities in stress situations. Market-specific challenges include a reliance on corporate credit and foreign-denominated assets, limiting the applicability of certain international standards. Recommendations prioritize a phased approach to minimize disruption and ensure policy effectiveness, with the working group facilitating better cross-agency collaboration.
