Mission Summary of The Bahamas: Technical Assistance for Balance of Payments and International Investment Position
This report summarizes the outcomes of a virtual technical assistance mission to The Bahamas conducted from March 10-14, 2025, to improve source data and compilation techniques for balance of payments (BOP) and international investment position (IIP) in line with the BPM6 framework.
Key Findings:

Balance of Payments (BOP):
- Current BOP excludes transactions from offshore institutions (banks, insurance companies, investment funds) due to classification as nonresidents per exchange regulations. However, under BPM6, these transactions should be classified as resident-to-resident and included.
- Data collection is incomplete for several sectors including pension funds, insurance companies, and investment funds.
- Travel exports (80% of service credits) rely on Ministry of Tourism data, but methodological documentation needs improvement.

International Investment Position (IIP):
- Current IIP excludes offshore sector data (banks, insurers, funds), causing inconsistencies with Coordinated Portfolio Investment Survey (CPIS).
- Delays in data availability remain particularly for insurance services and digital assets held by offshore entities.

Statistical Coordination, Direct Investment & Metadata:
- Without better coordination and data source partnerships (including for real estate), accurate representation of direct investment liabilities (notably by offshore banks) is unlikely.
- Meets BPM6 standards require immediate attention (metadata, surveys, valuation changes, frequency), along with legal clarifications from partners.
Priority Recommendations:
- Follow up IT surveys (bank/ pension funds), request data from Tourism/Agency partners (e.g. BIA, SCB, Ministry).
- Consolidate ownership reforms for Free Trade entities, improve documentation for surveys, & maintain metadata production.
- Prioritize inclusion of offshore financial transactions in BOP & IIP, complete reconciliation with mirror data (CDIS).
Action Plan (Target June 2025 - Dec 2026):
- Enhance coordination agreements to gather better data.
- Intensify statistical capacity building within CBB Research & Statistics Departments.
- By Dec 2025: Submit IIP compendium (updated in alignment with BPM6 & CPIS) and complete IIP Metadata Template.
The target audience comprises the CBB, government agencies, development partners including World Bank and stakeholders disseminating the TA via CED/CARTAC partners.
